THE WAR IS OVER BUT THE BRUTAL MASSACRE OF ANIMALS ADVANCES During the past several weeks we have been contacted by countless Serbians concerned about the startling escalation of blatant animal abuse in their country. Due to widespread corruption and a "fear factor" regarding retribution that still exists in Serbia, these individuals requested that we tell their story while keeping their identities secret. Following, are facts and observations recounted by Serbian citizens to the writers of this article. Ever since the end of the war, Serbia has been inundated with abandoned street animals, the majority of whom are brutally murdered. Like so many other places in the world, most citizens and civil authorities are not educated in humane animal issues and furthermore, do not care. Sterilization (spay/neuter) is not widely practiced. The animal welfare laws that do exist are not enforced and improving animal welfare is not a priority of Serbian government officials. While it is understandable that the country is still in transition due to its history of war, Serbian citizens reporting the injustices to us, rumor that ample documentation exists detailing rampant corruption not only among Serbian authorities but even within some of the non governmental organizations (NGOs) purportedly engaged in animal welfare. Thankfully, a small minority of compassionate people are working diligently to bring about positive change for both companion and farmed animals. Obviously and sadly, they cannot do it alone. Ten years have passed since Serbian hostilities were laid to rest It is absurd and unacceptable to use the war as an excuse for abuse, neglect, indifference and inaction. Yet, torturing, poisoning and brutally killing dogs and cats is still occurring without punishment for the perpetrators of these vicious animal related crimes. The "Serbian scene" is of growing concern to civilized people everywhere. Serbian animal welfare advocates have witnessed brutal trapping methods, the ruthless beatings of dogs to death and poisonings, resulting in agonizing deaths. Hunters wantonly shoot abandoned companion animals for sport. Our sources estimate that the city of Belgrade savagely destroys about six thousand dogs annually. The city "fathers" hire the ”professional pest" control firm EKOSAN to exterminate the unwanted animals--innocent victims of human animal cruelty. The government claims that humane practices are exercised yet documentation and verbal reports from animal workers details graphic images of dogs in Belgrade’s “OVCA” dog kill shelter being viciously destroyed. So much for official Serbian credibility Other Serbian observers report that many of the so called humane societies work in "close" relationship with authorities who advocate destroying the stray animals. Witnesses have observed dogs and cats being destroyed using brutal methods by "dog catchers" to round up the animals. "Workers" at kill shelters lack training in humane animal care and control and legal issues pertaining to animal rights. Witnesses have observed dogs and cats being destroyed using brutal methods within these same "shelters". There are also reports of the "disappearances" of sterilization and euthanasia equipment. Furthermore, documentation is available showing dead dogs, skinned and heaped together -- the victims of a mass execution. All this, in a Belgrade shelter! Is this what the Serbian hierarchy terms humane euthanasia? Equally as sad and reprehensible is the Belgrade zoo, one of the oldest zoos in Europe. Housing approximately two thousand animals, the zoo has acquired a notorious reputation due to the unacceptable treatment of the animals in their "care". The zoo director has close ties to the Serbian hunting lobby as well as Belgrade’s city hall. Documentation is available from Serbian animal welfare advocates showing these animals confined within squalid living conditions and consequently ill and distressed. Many of these animals exhibit abnormal behavior, such as bar biting, over-grooming, self mutilation, head bashing, circling, leg chewing, etc. Furthermore, many animals that were born in the zoo throughout the years have disappeared. The zoo claimed that new tigers, bears and a hippo were born recently but the animals appear to have vanished. I understand that your country has endured a bloody and shameful war. But it has been 10 years now, and it is time to heal the long lost souls of humanity. Serbia needs to Establish Norms and regulations
Mistreatment and violence of dogs and cats is to be treated as a felony and should carry a prison sentence. Killing an animal no matter who carried it out should be treated as a major crime.
Anticipate the possibility of a ban against having/taking away animals from a person with a serious mental disorder.
Every Animal is a "material asset" of its guardian and should be treated as such....
Total ban and severe punishments for hunting associations and hunters for killing dogs and cats: should be treated as a major felony.
Number of animals an individual can own must not be limited, but encouraged with an appropriate policy, even material stimulants and other benefits, defining conditions under which they can be kept.
Poisonous substances must be immediately recalled, existing quantities seized, and poisoning of animals must be treated as a major felony.
Vaccination against rabies must be free of charge, or at a very low price.
Open all doors to cats and dogs: in public transportation, hotels and restaurants naturally under defined conditions.

Nothing, They just changed name from “kill-shelter” to “ dog pound” / “quarantine” in new Government mandate.
No selection! Just if owner or career see on time that known dog is missing, only then that dog can be saved- most of those dogs are sterilized and seeable marked, (tattoo on ears) and with the blue / or other color/ ribbon around the neck (BB-dog)- the killing is –MASS
Still ongoing with brutal catching BB dogs (French donation) and all other sterilized stray dogs.. No adoption actions As an adoption they show how “career” take their kidnapped dogs.
Why are they kidnapped? They are sterilized and marked… people believe that if they sterilize those dogs, they will stay alive- and those people get crossed again.
Nothing! Even by those poor laws something could be done- now the fee is 1000, 00 dinars,
12, 50 Euros.. about 17$) for abandoning animals!
Secretariat for environmental protection does not care to sanction those people.
Nothing and no plans for near future.
III. We demand
That City officials stop immediately with this mass killing of stray Dogs.
a) to forbid catching and killing of sterilized dogs
b) Control over Veterinary station Belgrade work and “open doors” for organizations that protect animals
c) To use money for humanly dog treatment: no kill shelters and mini shelters (transit shelters)
d) To prohibit selling of poison on free market
e) Reformations in sector ‘dog”: urgent implementation of animal rights into law, other forms of European standards and laws, implementation of animal rights
in Constitution
f) Education of citizens
g) Sanctioning and preventing new abandoned dog population on the street
h) To prevent and punish any misuse of staff on work place: change of whole structure of this Secretariat and to hire humanists ready to take this challenge
Construction of City shelters, city stations for animals in medical need and building of network for adoption of these poor animals
Dog as in all civilized counties, can be put to euthanasia only under specific conditions: only if all other options for adoption and life saving are run dry. prohibition of catching sterilized dogs and punishment for committers make possible for educators, media and all concerned persons in cooperation with organizations for animal protection to inform and educate in open no-kill shelters
Monumental evident ion of all dog owners, control of dog breeders and … high criteria sanctions for those who abandon animal. Construction of Pet Cemetery, witch could bring profit to city, and that money can be used in humane practice of taking care for abandoned animals
Beside this, we demand that “system” (that is currently working on completely wrong and inhumane ways) be immediately stopped, because Veterinarian lobby is killing animals with explanation that they “protect” health of citizens, since they should take care of animals they must leave health of citizens to doctors. By this “system” this kind of treatment is a profitable for veterinarians, they as lords of life and death have all in their hands, witch gives them monopoly over life and death of every being, while they do not have to explain their acts. “SYSTEM” PAYS ONLY FOR DEAD DOG!

Witness report:
Monsters and not veterinarians
On February 02. 2005. my neighbor told me that approximately at 9am in front of our building came a van with dog catchers. He said that they got our dog, a young female who was born on that same spot eight months ago and whom I started to feed and then I adopted her. Kids from our neighborhood loved her and they took her out to play with them on the grassy field near our buildings.
She was sweet and playful; we were just about to sterilize her, just as we did with her mother. Because of desperate and grieving children, ours and neighbors, the next day on Thursday February 3rd. 2005. I went to look for her in city ecologist office (27. Marta- street) to take some written letter with which I could go to OVCA, (city kill pound) to take my dog back.
I brought money with me to pay as well- if they asked for money.
(Even so the program of city government say that dogs that are caught and brought to city kill pound OVCA should be put up for adoption they ususaly are not or they are "bought" back.) The office for paper approval work only on Mondays and Thursdays (working hours-10 am till 12 pm) A very unpleasant female worker (Popovic or Petrovic asked me to firstly go to OVCA ( as OVCA is behind the corner- but OVCA is in a remote part of Belgrade) and she told me that I have to recognize my dog before I go back to her for paper approval. When I complained that I would not be able to get back till 12:00 pm , she said that she would wait for me! Naive and lead by emotion, because at stake was a life of a living being who all my family members loved, I accepted that kind of beaurocracy .I arrived at Ovca 13,30 am.
On the door there was a man ( he was approximately 40 years old in a dark suit, bald headed and short by height). He did not introduce himself, he said that I couldn't see the dogs because they have "republic inspection" inside but that I could get in after 12 pm…
Since the temperature was below zero, I begged him to wait inside, because I had no where else to go. NO, he insisted that I CANT stay there, because "THEY" (inspection) do not like when people mingle around when they "work"… I did not suspect a thing, and the whole hour I waited in one bakery in OVCA because it was so cold out side.
When I came back in front of OVCA facility, I had to wait half an hour more. By that time worker Botic was sending guard- man, to see "did Zoran finish the job". Finally, when that Zoran finished "his job" they showed me boxes/cages with Dogs. There were just three Dogs! The heavy smell of some chemical was spreading through the facility, The workers were very nervous, they were washing cages… and there were blood stains on the floor, they told me that one dog hurt itself … and then they told me that they had just finished killing the dogs!
In the time when I was waiting for some "inspection to finish facility control" they had killed my beloved Dog!! I was standing there desperate, furious and helpless….
Why did they do it? Why did they lie to me, why did they made me look like an idiot… they lied to me on purpose while they were in a hurry to kill one dear young Dog? What does that blood stain on the floor mean? Is that their humane euthanasia? What kind of veterinarian can't wait to kill a healthy Dog eight months old , and then that Zoran have to clean after him ? That is not normal! This can't be done by the real veterinarians … this kind of thing can be done just by monsters and psychopaths! Do Vets work in there at all? Can anyone answer me? Will anyone ever answer to me and my family?
This is why as a citizen of Serbia and Belgrade, I am asking publicly – Who are those people that call them self ecologists and veterinarians and some kind of ecological, City and Vet service that work in the best interest of citizens? Do I belong to that category of citizens? Do I have those citizens' rights? Do I have those rights on emotions and on my dignity? Do those self empowered beaurocrats have a right to murder as many Dogs as they want to, do they have that right to make me and my children suffer… they are just lying workers, they know that they make their bread from my money and from money of other tax .
Is this ecological department of Belgrade 's government a private department of the Mayor Bogdanovic, Komanovic and some Botic? Who gives them a right to lie to us, harass and humiliate us and who gives them that right to inflict on us emotional pain? By which law does this kill pound this auschwitz work?
I want to make an appeal by this letter on all relevant republic institutions, as on all republic officials and city officials, that all those people be removed from these working positions and that pound OVCA be closed until some relevant laws are put
to action in correspondence with laws of EU. This kind of buearocracy is maybe normal for Ruanda , but it's not normal for European Serbia!

Foundation Brigitte Bardot is organizing arrival of specialists (experts) with two mobile Vet ambulances for realization of named project, witch will take place at September and October 2002.
Foundation Brigitte Bardot will ensure realization of project (sterilization, vaccination and marking of animals) including post-operative health care of those animals and will attend to respect all veterinarian and sanitarian terms and condition of authorized party.
Oaza from Belgrade is ensuring necessary permissions and terms of authorized republic and federal parties for arrival of Brigitte Bardot Foundation expert teams in Serbia and terrain work on specific location.
Secretariat for environmental protection in cooperation with Oaza, will propose netting of locations for mobile ambulances work, and for realization of Brigitte Bardot Foundations project.
Secretariat for environmental protection will ensure 100 vaccines against rabies for vaccination of sterilized Animals and will bound services witch catch stray Animals not to capture animals that are marked, sterilized and vaccinated according to this project, except in outstanding cases of citizen injuries and by order of veterinarian inspector.
Secretariat for environmental protection is ensuring participation of media and public enrolment so that society can be properly informed before and for time of Brigitte Bardot project development.
Immediate activities and technical terms and conditions or work of Foundation Brigitte Bardot will be fortified additionally, with particular document.”

“Sad day“
We were once more tricked by city officials and workers of city kill pound OVCA.
On Wednesday August 10. ’05. one gentle Dog was killed, but workers of OVCA claim that she escaped!?
Who can escape from Ovca facility!?
On Saturday (August 6th) dog catchers came again in Mirjevo ( part of Belgrade) raided neighborhood and kidnapped dogs that people cared for… among them was this missing female…
Since on weekends OVCA do not work for citizens (but they do catch and kill dogs) man that was taking care of this cute female could not go to search for her in OVCA, he had to wait till Tuesday when citizens are allowed to visit OVCA.
When he recognized her they promised that they will set her free- but only when he brings papers of approval from administration office (administration office is located in town center)…
When he came back next day for her- she was not there! He asked what happened to this Dog, and workers said that she escaped???!!!
They killed her!
Night between Tuesday and Wednesday is killing night, and now they want to say that she escaped!! Anyone who saw Ovca knows that there is no escape route from that hell hole!
a Week before this -that same gentle female was kidnapped from street and taken to Ovca kill pound, European Initiative requested from workers of Ovca facility to liberate this Dog – because we did all that they requested from us- we paid, vaccinated, sterilized her… this means that after this- that dog had all they asked for- yet they kidnapped her and killed her next week without remorse!
Sadly, this is not a lonely case-
European Initiative 17 liberated from Ovca facility 11 Dogs in a period: July 30. - August 15.
One of them was a BB dog named Perica (marked as: BB 1292, he is blind on one eye and have epilepsy) – he supposedly should be protected by the “document of good intentions” that Brigitte Bardott foundation made in September 2002. with Belgrade City officials, but as it is seeable ( he ended up in Ovca City kill pound)
there is nothing that could protect Dogs from Dog catchers. They don’t care if Dogs are spayed and neutered, they don’t care if those Dogs are loved by kids, that those Dogs are someone’s financial investment (they live on street but people that care for them give money for food, shelter and vaccinations…)- City officials see these poor Animals as garbage and as garbage they treat them.[/u]

An Interview with Danica Drobac, founder of European Initiative 17
Q. Is Belgrade cleaning the streets of dogs due to the following European Basketball Championship?
A. The authorities (Belgrade City) are cleaning the streets all the time. Since January 2004 the catchers (shinters) are "working" all day (from 06am until 6pm ). The problem is that they do not know how to resolve the problem of the dogs: except by killing them! When some events are planned in Belgrade, the killing is more intensive! You must know ,also, that in Belgrade we have a population of sterilized dogs in the streets of Belgrade, dogs sterilized by the French FBB and some are sterilized in OVCA, sterilized by ORCA and in the Center of sterilization (CM), etc. And they are catching these sterilized dogs also, if we do not discover in time that they have been caught- they will be killed! So we are obligated to count them every day. If they are held in the OVCA facility, we have to go and release them and do it all over again the next time. A very important thing to remember; since 2000 there were government changes in Serbia the democrats are running this country and the City also. They haven't done anything in the field of law. They haven't made any rules of behavior to prevent people from releasing dogs on the streets, to prevent cruelty, brutality and the horror. The position of the stray dogs is very hard because some citizens are torturing them, burning them alive, abusing them in most vicious way. The authorities, are not concerned and interested in this kind of barbaric behavior, they have their mouth full of Europe!!!
The dog on the street is the victim of the people, he is suffering on the street and he is not on the street by his own choice. And what they are doing, they are taking from him the only thing that he is left with- HIS LIFE!
The abandoned dogs on the streets are the consequence of the human catastrophe of which they are not guilty and they deserve fair treatment. The Belgrade abandoned dogs since bombing 1999, have been killed, all of them! Today a small number of the dogs still reside on streets, not over 2000. (Belgrade’s population is 2 millions in habitants) H half of these dogs are already sterilized.
Those animals deserve to live, and this mass killing must immediately stop. There is a big need for implementation of a human Program.
I must tell you that while in Belgrade precious time is wasted in "agonizing" with those organizations and responsibilities, more than 40 dogs, of witch 17 BB dogs, were killed in this period by poison, cruelty and that - without kill pound OVCA !!!
Q. Presently, is intense killing of street dogs going on all over Serbia or just in Belgrade ?
A. Yes, if the situation I describe in Belgrade is so bad, can you imagine what is going on in Serbia- all over? I forgot> even in Belgrade, the hunters are killing them also, they are cutting them by tail and they are paid by tail. All over Serbia is worse!
Q. How do they kill the dogs? What methods are used to kill the dogs?
A. They say that they are killing them with T 61 in the killing pound OVCA. But there is no witness; nobody can enter when the killing is in progress! We are thinking they are using some kind of poison for killing rats which is more painful and that the animals die in agony! All over the Serbia mostly they do not use even T 61- but all sorts of vicious ways are used!
Q. How are street cats treated in Serbia ?
A. Same as Dogs, but they are "lucky" because it is difficult to catch them! If they catch them, Cats are killed.
Q. How many "No-Kill Shelters" exists in Serbia for cats and dogs?
A. City's no-kill shelter: none!

Atrocities that surround this story are reminding us that even in year 2005. citizens of Belgrade can 't rely on police protection even if we fought 10 years for Democracy… even so, these days we can expect to be harassed and kidnapped if that is a wish of those who have "connections" and friends in police department. !
Belgrade/Serbia On the night of August 24th 2005. Andjelja Lezajic (64 years old) was kidnapped from the street and driven to jail in Pozarevac (150 km from Belgrade).
Neighbors called her daughter (Sanja), police and journalists when they noticed that she is missing.
When her daughter arrived in front of Andjelja's apartment, frightened that something happened to her mother, she knocked down the door and got in… Andjelija was not there!
Bora Zegarac, Andjelija's first neighbor told journalists that he heard noise in the hallway and barking of Andjelijas Dog "Luka". Minutes later the dog was silent.
Miomir Stokic ( president of the building council) and Vujadin Miletic clubbed the dog "Luka" to death and wrapped him in fishing net, and drove him in an unknown direction in the back of his BMW.
When Sanja saw Miomir Stokic she asked him where her mother was , and he replied that she is in jail in Pozarevac and when she asked about the dog he said- who knows!
Andjelija was released the next day and she told journalists that she was kidnapped from the street and driven first, into the station " Savski Venac" in Belgrade, and then someone telephoned that she can 't be admitted there- so they changed directions and drove her to the City Jail in Pozarevac. She was scared but she said that they threatened her many times and journalist's found out that Miomir Stokic was prosecuted in year 1994. because he beat up Andjelija, and was sentenced to 3 month is prison ( 2 years on condition).
Andjelija also stated that Stokic harassed her daily and that he stated that the apartment where she lives is not hers. But as Andjelija stated she bought it and there is a proof that apartment is hers.
Also she mentioned that a few old woman lived here and by strange circumstances they moved somewhere after they w ere harassed by this same man.
Miomir Stokic was very hostile when journalists came to talk to him, he was in his shop in a communal building room where he has his store for selling fisherman's nets. He accused Andjelija of having a DOG!!!
Vujadin Miletic (the second man that clubbed to death the dog Luka) and his wife Jelena were very hostile and they said (threatened) that "something can fall on your heads these days" and they also said that they can bring the police upon them.
Then Miletic grabbed his mobile phone and called someone… minutes after that two policeman ( Sredojevic and Puric) came and they gave journalists personal data ( name, address and his personal ID number) to Miletic…

Is this journalist the next victim of this barbaric behavior- we will see …
Therefore, Citizens of Belgrade are demanding that the perpetrators of this criminal act be prosecuted by existing laws, and if existing laws are not good enough- then, we demand that the laws be changed- so that these inhumane barbarians CAN'T harass any more common, unprotected citizens !

Dear Dr. Krnjaic:
People for the Ethical Treatment of Animals (PETA) is an international non-profit organization with more than 800,000 members and supporters dedicated to the humane treatment of animals. Our office has recently received several letters and e-mails from Serbian citizens who are deeply distressed over terrible cases of cruelty to animals that they have witnessed in Serbia. The writers claim that there are no national laws in place to prohibit such violent conduct toward animals. We have received heartbreaking photographs taken in Belgrade of dead dogs hanging in public (copies enclosed) and eyewitness statements about dogs being killed via extremely cruel methods by municipalities, including intracardiac (into the heart) injections of dangerous pesticides and by being thrown alive into trash compactors where they are torturously crushed to death. We beg you to act immediately to implement laws that not only prohibit, but punish malicious acts such as these.
Violence toward animals has long been recognized as an indicator of dangerous psychopathologies that do not confine themselves to animals. “Anyone who has accustomed himself to regard the life of any living creature as worthless is in danger of arriving also at the idea of worthless human lives,” wrote humanitarian Dr. Albert Schweitzer. “Murderers ... very often start out by killing and torturing animals as kids,” according to Robert K. Ressler, who developed profiles of serial killers for the United States (US) Federal Bureau of Investigation (FBI). Studies have now convinced sociologists, lawmakers, and the courts that acts of cruelty toward animals deserve our attention. They can be the first sign of a violent pathology that includes human victims.
Animal abuse is not just the result of a minor personality flaw in the abuser but rather a symptom of a deep mental disturbance. Research in psychology and criminology shows that people who commit acts of cruelty toward animals don’t stop there; many of them move on to their fellow humans.
The FBI has found that a history of cruelty to animals is one of the traits that regularly appear in its computer records of serial rapists and murderers, and the standard diagnostic and treatment manual for psychiatric and emotional disorders lists cruelty to animals as a diagnostic criterion for conduct disorders.
A study conducted by Northeastern University and the Massachusetts Society for the Prevention of Cruelty to Animals (SPCA) in the U.S. found that people who abuse animals are five times more likely to commit violent crimes against humans. The majority of inmates scheduled to be executed for murder at the state of California’s San Quentin penitentiary “practiced” their crimes on animals, according to the warden.
Cruelty to animals must be addressed by judicial systems in every country to deter violence against animals and people alike, and promote a safe, compassionate home for all citizens. We urge you to do everything in your power to ensure the passage of national animal protection laws in Serbia, and stand poised to assist you in any way needed in this important undertaking.
